Hello, the formula has caution about solubility because Butylene Glycol 3.00 % Propylene Glycol 2.00 % must be sufficient to dissolve These ingredients which is insoluble in water TXC™ (Cetyl Tranexamate HCl) 2.00 % Licorice Extract (Licochalcone A 20%) 0.20 % Licorice Extract (Glabridin 90%) 0.05 % therefore in Mixing must see if these 3 ingredients are completely dissolved or not. If not completely dissolved, must add more Glycol on top until it dissolves completely. Other parts have no problem. But be careful about the pH, measure and control it in the proper range (3.5-5).
