Can I use Phospholipid Hydrogenated Lecithin to dissolve Pure Bakuchiol in water and also act as a penetration enhancer?

Hi
You can. However, the Phospholipid won't be able to dissolve Bakuchiol in water. You will still need proper Emulsifier in your formulation as usual. Yes, Phospholipid will help increase the efficacy of overall formulation.
