Need help and get help on cosmetics formulation development

Ask about the combination of sunscreen.

The formula is as follows for 50ml 1. SPF Protect Ultra II 5g 2. Milk Lotion Maker 1.5g 3. Satin Cream Maker 0.35 4. Zinc Oxide 35nm Liquid 5. Water 80.3% 6. Phenoxyethanol SA 0.5g Step 1-4 heat melt together, warm 5 with heat and fill in The first part, after mixing and blending, the cream does not come together. It is expected that Zinc Oxide does not melt. Is this the reason that I put too little oil in the formula?

Hello, the procedure is wrong Satin Cream Maker member. Must be stirred or blended with the water (5,6) part of the oil is 1,2,4, warm and stir well. when dissolved homogeneously is similar to cream Then slowly warm the water part to a temperature close to the oil part (60-70 degrees) and add the water part (a liquid gel) to the oil part. Then stir together and wait for it to set. You will get a creamy texture.
