Mild Preserved Eco can be mixed in Polysorbate 20 ? If so, what ratio is required?

I want a liquid lotion and not irritating And there has been a thread on using glycol or 1,3- Propanediol but must be used at a relatively high rate. and Polysorbate20 is considered a water-oil binder.

Hello Polysorbate 20 helps to bind oil to a small extent. but because Mild Preserved Eco It's not oil, but it's -diol, so it can't be cemented. Polysorbate 20
