Need help and get help on cosmetics formulation development

I don't know which raw material name is the link between oil and water. I'm going to try it. น้ำหอม without alcohol can be done. Smell is used Fixative helps the smell last longer. The problem is that water and oil will separate from each other. So how much quantity should be used to be good? Will the substance cause irritation? Because I have tried a body mist, but I have a problem that the ingredients don't mix together. How to filter coffee grounds But the problem is that the oil won't pass through, so the body mist doesn't nourish the skin as it should. So I want more advice on how to mix it. Fixative which one is better? parfume is น้ำหอม 20% (use Essential Oil ) How many drops? thank you

Might need to use PEG-40 Hydrogenated Castor Oil or not?

is to buy the body Poloxamer 407 used this and cloudy water. and the ingredients still don't mix well But I haven't tried another one, but I will try to order Polysorbate 80 Let's try it, but I'm not sure if it will work or not.
