Adding Fragrance to Toner Without Cloudiness or Stickiness

I want to add Fragrance to my formula (like a toner) without causing turbidity. I understand that Flora Solve Clear can be used as a solubilizer, typically at 3 times the fragrance percentage (e.g., 0.5% fragrance requires 1.5% Flora Solve Clear). However, using a high percentage of Flora Solve Clear might make the formula feel sticky. Is there an alternative way to add fragrance or prevent stickiness while maintaining clarity? I've also heard about using Infused Water instead of plain water to add a natural scent; would this be a suitable alternative?

Regarding the fragrance percentage, the staff provided the following advice:
To add fragrance without causing cloudiness, you need to increase the amount of Flora Solve Clear. The general guideline is to use Flora Solve Clear at approximately 3 times the percentage of fragrance you wish to add. For instance, if you want to add 0.5% fragrance, you should use 1.5% Flora Solve Clear.
If you prefer not to increase the proportion of Flora Solve Clear (as a higher amount might feel sticky on the skin), an alternative suggestion is to replace the plain water in the formula with Infused Water, which provides a natural scent from the distilled flowers.
