Regarding a formula based on Oil Soap (likely MIPA Laureth Sulfate) intended for very dry/itchy skin:

  1. Can Panthenol (Pro Vitamin B5) 1.5% be added to this formula?
  2. If yes, what is the correct procedure for adding it?
