Adding Salicylic Acid (BHA) or Willow Bark Extract to Water-Based Gel Formula

I am formulating a skincare product for facial skin issues. My proposed formula uses the following ingredients:
- Pure Aloe Vera Gel 100 g.
- Glucosamine (N-Acetyl-D) 4%
- Alpha-Arbutin 2%
- Vitamin B5 3%
- Sea Kelp Bioferment 10%
- Vitamin B3 4%
- Gotu Kola (Centella Asiatica) Extract 5%
I would like to add an ingredient to help treat acne. Can I add either Willow Bark Extract (Salicylic Acid 15%) or Salicylic Acid (BHA) to this formula? Which one would be better? Also, can the company pre-mix the chosen ingredient (Willow Bark Extract or Salicylic Acid) with the other ingredients, or do I need to add it myself later?
