Adding Water-Soluble Ingredient to Oil Soap Formula

I want to make an oil soap using the following formula:

  • Oil Soap 25%
  • Fractionated Coconut Oil 60%
  • Sweet Almond Oil 13%
  • Vitamin E Acetate 1%
  • Biotin Express 1%

I want to know if it's possible to incorporate 1% Biotin Express into this formula. I understand that Biotin Express is water-soluble, but the Oil Soap formula requires an oil base for all ingredients. Can I add Biotin Express to this formula?
