Creating a Clear and Stable Natural Diffuser

I want to make a natural diffuser using Essential Oil as the fragrance.
Based on what I've read, most recipes use a mix of base oil + alcohol (ethanol) + Essential Oil.
However, the result I got is phase separation (water and oil layers), and when shaken, the color becomes cloudy. How can I prevent separation and cloudiness? Please recommend ingredients for a clear, natural formula.
