Whether you need to use SiliSolve Plus when combining Cyclomethicone with Light Cream Maker depends on the concentration of Cyclomethicone in your formula.
If the amount of Cyclomethicone is around 10% or less of the total formula, Light Cream Maker is capable of emulsifying the silicone. In this case, SiliSolve Plus is generally not necessary.
If Cyclomethicone (or other silicones) is a major component of your formula, making up more than 50%, then an emulsifier specifically designed for high silicone content, such as SiliSolve or SiliSolve Plus, should be used as the primary emulsifier for the silicone phase instead of Light Cream Maker.
Light Cream Maker is an oil-in-water emulsifier that can handle up to 20% oil and about 10% silicone.
