- Hair-Cond™ SM: 1-3% - A small particle silicone emulsion that provides conditioning benefits and contributes to the milky white appearance.
- Preservative: 0.5-1% - A broad-spectrum preservative to prevent microbial growth (e.g., Mild Preserved Eco).
Instructions:
- Combine Water (or Hydrosol) and Witch Hazel.
- Add Hair-Cond™ SM and mix gently until dispersed and the liquid becomes cloudy/milky.
- Add the preservative and mix thoroughly.
