I want to modify a formulation containing Pitera and Repair Activator. Could you advise on the following points?

1. Can I make this formulation into a gel? If so, what ingredients and percentages should I use? (The current formulation uses 85% Pitera).
2. Do I need to add preservatives and Disodium EDTA?
3. Can I add Butylene Glycol, and what is its function in this type of formulation? Are there other recommended humectants like Glycerin or MOIST24?
