I want to make a hair serum using Cyclomethicone as the base instead of water. I plan to include the following ingredients:

  • Glycerin 2%
  • Biotin Express 1%
  • Vitamin B3 1%
  • Zinc PCA 0.2%
  • Phenoxyethanol SA 1%
  • Silicone Hi-Cond 2-3% (for hair conditioning)

How can I formulate this serum, especially ensuring compatibility between Cyclomethicone and the other ingredients?
