I would like to inquire about the components for making a clear serum base. The requirements are: the serum texture should be clear, have a slight viscosity (not completely watery), and have a soft, smooth feel when applied to the skin (silicone can be used to achieve this smoothness). What substances should be used to mix this serum base? I want to use it as a primary serum base. If I want to make a whitening formula, I can add 3-4 types of whitening agents.
