Toner Formulation: AcneBee Compatibility and Preservation

I have a toner formula with the following ingredients:

Witch Hazel 60%
Natto Gum 5%
Snail Secretion 3%
Lemon Peel Bioferment 2%
AcneBee 3%
Water (the rest)

This formula is water-based.

I would like to know where to add AcneBee in this formula? Should it be mixed in the oil phase, cream base, or gel base? Also, do I need to add a preservative to this formula?

Yes, you still need to add a preservative to this formula.

The 60% Witch Hazel already contains a preservative, so you don't need to add more to that portion.
However, the remaining 40% (which is water) needs a preservative to prevent microbial growth.

Also, please note that AcneBee is typically mixed in oil, cream, or gel bases, not in water-based formulas like this toner. You may want to consider alternative ingredients with similar functions, such as Vitamin B3, Zinc PCA, or Licorice Extract.
