Toner Formulation: AcneBee Compatibility and Preservation

I have a toner formula with the following ingredients:

  • Witch Hazel 60%
  • Natto Gum 5%
  • Snail Secretion 3%
  • Lemon Peel Bioferment 2%
  • AcneBee 3%
  • Water (the rest)

This formula is water-based.

I would like to know where to add AcneBee in this formula? Should it be mixed in the oil phase, cream base, or gel base? Also, do I need to add a preservative to this formula?
