The ROE that the company sells is 100% ROE or there is a solvent in the extract as well. I suspect that when there is a solvent in the extract. Will it be written in the inci name for every extract?

Hello, if there is a solvent in the inci extract, including the msds document must show the solvent. It is one of the constituents of the substance. In the event that there is no solvent left It will show only the substance directly. Rosemary Oleoresin Extract (ROE) The kind sold by the company. It is extracted and the solvent is removed. The reason why the manufacturer has to remove the solvent not to be left because of the type sold It can be used in food as well. (however If you want to buy it as food grade, you must buy it in pack size from the manufacturer, which is 25 kg bucket, because the package will not be able to certify the food grade.)
