Make sunscreen. Can you do these 4 things? Or must I put something else?

Distilled water, sterile (Puried Water, TDS Limit 1ppm)
Cyclopentasiloxane (Low-Odor Cyclomethicone )
Titanium Dioxide 15nm Liquid (Gloss)
