1.FEMA 2588 is a code that says Can it be used as a flavoring agent? And are the substances you buy food grade?

Yes, it is food/ Flavor grade, used for flavoring.

You can try dissolving it in Propylene Glycol and some oils. You need to test it. Its use in pure oil products may have limitations.
