Cetrimonium Chloride 10.5% 3. Propylene Glycol 7% 4. Mild Preserved Eco 1% 5. Water, remaining 100%, blend 1+3+4+5 to blend. Mix well, then add 2 and blend until it dissolves into a gel. clear
