Hello, maximum solubility at 1.0% means direct solubility in water. In the case of a cream formula which usually has Emulsifier (water-oil binder or cream maker) is in the formula, which can help dissolve สารกันเสีย can be compatible with the formula. It will dissolve much more than 1.0% (usually about 30% of Emulsifier eg in the formula we use The cream maker at 2% means that it will be able to dissolve an additional 0.6% (1.0+0.6%). The method of mixing in this case is when the recipe is complete, add Phenoxyethanol SA into the formula and blend to combine with the recipe.
