Currently mixing perfume 30 ml + Ethyl Alcohol 99% 55 ml + diffuser base1 15 ml, fermenting for about 5-7 days, I feel that the perfume smell doesn't spread throughout the room. and perfume evaporates quite quickly What proportions should I adjust? And do you add any additional substances, such as DPG or should you change to 95% ethyl?

If you add Dipropylene glycol, it will help reduce evaporation. The life of the perfume will be longer (meaning the perfume in the bottle will run out more slowly).
