Can be used, but must test the stability of the emulsion to see if it passes or not. If it doesn't pass, you may try adjusting the rate of using the emulsifier or choose to use other emulsifiers as well.

Do you have any information that if silicone such as Cyclopentasiloxane is about 10%, how much Inulin Lauryl Carbamate should be used as the sole emulsifier ?
