Cosmetics Formulation Development

Hello,

I recently bought Oat Avenanthramides (Hydroxyphenyl Propamidobenzoic Acid) from myskinrecipes. It stated in the website that the product is water soluble. However, I have tried dissolving it in water in my formulation and it does not dissolve (as shown in picture). 

May I know if there are any ways to troubleshoot this issue?

Oat Avenanthramides is dispersible in water (not soluble in water). The picture you are showing is correct. You can leave it mix for longer time and the Oat Avenanthramides powder will be fully dispersed and yield an opaque solution.
