I am trying to formulate a silicone-based serum containing Cyclomethicone, water, and water-soluble active ingredients. I want to add PE-1 Aqua (which is an oil) to this formula.

I am currently using SiliSolve as the emulsifier. Can PE-1 Aqua be added to this formulation using SiliSolve? If not, what is the recommended emulsifier and formulation approach?
