Adding Vitamin B3 and GlucoBright to Retinal Body Cream Formula and Mixing Steps

I am planning to formulate a body cream with Retinal as the main active ingredient, based on a formula from the sales section.

I would like to add Vitamin B3 (Safe-B3™) + N-Acetyl-D glucosamine (GlucoBright™) to the formula. Is this possible? I am concerned that the final pH might be too high as I don't have a pH meter.

My proposed mixing steps are:

  1. Mix 1+3+4+7+8 together as the water phase.
  2. Mix 2+5+6+9 together, using heat not exceeding 60 degrees Celsius to help dissolve, as the oil phase.
  3. Add the oil phase to the water phase and blend or stir until combined.

Are these steps correct?

I have an additional question regarding Vitamin E Acetate. It is an oil, but the instructions on the product page suggest mixing it into the water phase first. I believe that since Vitamin E is an oil, it should be mixed into the oil phase before combining the water and oil phases. Am I understanding this correctly?
