Adding Vitamin B3 and GlucoBright to Retinal Body Cream Formula and Mixing Steps

I am planning to formulate a body cream with Retinal as the main active ingredient, based on a formula from the sales section.
I would like to add Vitamin B3 (Safe-B3™) + N-Acetyl-D glucosamine (GlucoBright™) to the formula. Is this possible? I am concerned that the final pH might be too high as I don't have a pH meter.
My proposed mixing steps are:
- Mix 1+3+4+7+8 together as the water phase.
- Mix 2+5+6+9 together, using heat not exceeding 60 degrees Celsius to help dissolve, as the oil phase.
- Add the oil phase to the water phase and blend or stir until combined.
Are these steps correct?
I have an additional question regarding Vitamin E Acetate. It is an oil, but the instructions on the product page suggest mixing it into the water phase first. I believe that since Vitamin E is an oil, it should be mixed into the oil phase before combining the water and oil phases. Am I understanding this correctly?
