Cloudiness and Precipitation when Mixing Eucalyptus Oil and Alcohol 95%

I want to mix Eucalyptus Oil 40 ml with Alcohol 95% 60 ml. What should I add to help?
Because when mixed, it becomes cloudy white, even though it doesn't separate into layers, it's cloudy. After leaving it for two or three days, white precipitate forms in small pieces. If I put this into a spray can, it will definitely clog the nozzle.
Is mixing just these two ingredients normally sufficient? Do I need to add any other helper substances?
