Cloudiness in Cleansing H2O Micellar Solution Formula

I am making a Cleansing H2O Micellar Solution with the following ingredients:

  • Water
  • Propylene Glycol
  • PEG-7 Glyceryl Cocoate (coco-wash)
  • PEG-6 Caprylic/Capric Glycerides (Make Up-Wash)
  • Phenoxyethanol SA

I added Phenoxyethanol SA at 1% to the formula which contains approximately 76% water. The solution turned cloudy after adding the Phenoxyethanol SA. What is causing this cloudiness, and how can I fix it?
