Comparing Makeup Remover Formulas: Irritation, Effectiveness, and Preservation

I would like to know which formula is less irritating to the face and removes waterproof makeup more thoroughly between the following two formulas:
Formula 1:
- Butylene Glycol 10%
- glycerin 7%
- Ethyl Alcohol 5%
- Poloxamer 184 10%
- Poloxamer 124 5%
- Eye Preserved™ (Polyaminopropyl Biguanide) 1%
- Water to 100%
Formula 2:
- Coco Wash™ 3-5%
- MakeUp-Wash™ 3-5%
- emollient such as glycerin, Butylene Glycol 5-10%
- Water [remainder]
Additionally, for Formula 2:
- What preservative is used? What percentage of glycerin and Butylene Glycol is suitable for waterproof makeup?
- Are both formulas suitable for the eye area?
- After use, do I need to wash my face with clean water again, or can I proceed with makeup without rinsing?

Regarding the comparison of irritation and makeup removal effectiveness:
- Both formulas are considered similarly gentle on the skin.
- Formula 2 may cause eye stinging upon contact with the eye area, but eye stinging does not indicate skin irritation.
- Regarding the effectiveness in removing waterproof makeup, the team has not conducted direct comparative tests, so we cannot definitively say which formula cleans more thoroughly. (However, Formula 1 has a higher cost due to the Poloxamer ingredients.)
Additional questions about Formula 2:
- The provided Formula 2 does not include a preservative. We recommend adding Phenoxyethanol SA (Optiphen Plus) at 1%.
- Increasing Glycerin or Butylene Glycol at high percentages does not directly improve makeup removal effectiveness. If you want to significantly improve waterproof makeup removal, we recommend increasing the proportion of MakeUp-Wash™.
Suitability for the eye area:
- Both formulas can be used to clean the eye area, but Formula 2 may cause eye stinging.
Rinsing after use:
- Regardless of the formula, it is recommended to rinse your face with clean water after use if possible.
- However, if it is not convenient, both formulas are gentle enough to be wiped off without needing to rinse with water.
