I mixed the following 3 ingredients:

  • PEG-7 Glyceryl Cocoate [Coco-Wash] 5 %
  • PEG-6 Caprylic/Capric Glycerides [MakeUp-Wash] 5 %
  • Phenoxyethanol 0.6 %
  • Water 89.4 %

The mixture was clear after mixing and remained so for a while. Now, after about 2 months, it has turned cloudy, similar to milky water.

I would like to know why this happened and if it can still be used.
