I am making a Vitamin C serum with the following ingredients:

  • Distilled water
  • Vitamin C
  • Glycerin
  • Ferulic acid
  • Vitamin E
  • Oil-water emulsifier

When I try to add refrigerated Sea Kelp Extract to the serum, it doesn't mix well and forms clumps. Why does this happen, and how can I mix it properly?
