Dissolving Water-Soluble Flavor in Oil-Based Lip Balm

How can I dissolve water-soluble Caramel Flavor in my lip balm formulation which contains Tribehenin, Apricot Oil, and Vitamin E? Currently, the flavor doesn't dissolve and forms granules.
