Question

How to incorporate a 3% water-based extract into a balm formulation containing oil, wax, petroleum jelly, and vitamin E? Can Polysorbate 20 (Tween 20) be used as the emulsifier, and what preservative is recommended?

Emulsifier for Water in Balm
