Enhancing Alcohol Hand Sanitizer Formula (Gel & Liquid)

I am currently selling DIY products for people who want to make their own Alcohol Gel or Liquid Alcohol formulas.

The starting formula I am using is the one from the Department of Medical Sciences (DMSC). The target calculation for this formula is:

ethanol 95%: 1000 ml
Glycerine: 5 ml
Propylene Glycol: 6 ml
Lanolin 2%: 12 ml
TEA: 0.8 ml
Carbopol 940: 5 Gram
RO water: 225 ml
Vitamin E: 0.1%

I have added a blend of Essential Oil (Orange Oil + Lemon Oil + Eucalyptus + Tea Tree) at 1 part each, combined with White Musk at 1 part per 1 part of the total Essential Oil blend.

This is to add fragrance and increase advertising value by mentioning extracts.

I am interested in modifying the formula to give it a more luxurious image. I want the gel texture to be soft and have skin conditioning properties, providing an immediate soft feel and a film-forming texture.

The ingredients I am interested in adding are:

For the gel formula, could you please advise which of these ingredients can be added and at what percentage? Or do you have any other recommended ingredients?

For the liquid formula (based on the DMSC formula provided), are there any additional ingredients from the list above that I need to source?

Enhancing Your DIY Alcohol Hand Sanitizer Formula

To improve the feel, skin conditioning, and fragrance of your alcohol-based hand sanitizer (both gel and liquid), you can incorporate the following ingredients:

Aloe Vera Extract: Adds skin conditioning and moisture. Use at 1-3%.
MOIST24: A humectant that improves skin feel, moisturization, and formula texture. Use at 1-5%.
Hydrolyzed Silk Protein: Provides skin conditioning benefits for a softer feel. Use at 0.1-0.5%.
Poly-Conditioner (Polyquaternium-47 or Polyquaternium-53): Contributes to a soft skin feel and a light film. Use at 0.1-0.5%.
PreB5 (Pantolactone): A Vitamin B5 precursor for enhanced moisturization. Use at 0.5-1%.

Incorporating Ingredients

For the Gel Formula (using Carbopol 940):

Disperse Carbopol 940 in RO water and hydrate.
Add Aloe Vera Extract, MOIST24, Hydrolyzed Silk Protein, Poly-Conditioner, and PreB5 to the water phase. Mix well.
Neutralize with TEA to form the gel.
Combine Ethanol, Glycerin, Propylene Glycol, Lanolin (optional, may affect clarity/stability), Vitamin E, and fragrances separately.

For the Liquid Formula:

Combine Ethanol, Glycerin, Propylene Glycol, Vitamin E, Lanolin (optional, may require a solubilizer), and fragrances separately.
Slowly add the alcohol mixture to the water phase while stirring.
