Formula Review and Mixing Feedback for Cream

I have a formula and plan to follow these steps:
1. Mix parts 1 and 2 together and stir until dissolved. Adjust pH to 5.5.
2. Mix A + B together, stirring continuously until a cream texture is obtained.
Are these steps correct? Is the formula suitable for my skin type?
