Formulating Toner with Perfect-C: Emulsification and Penetration

I have two questions regarding formulating a product that is not a cream:

  1. Can I mix Perfect-C (Ascorbyl Tetraisopalmitate) and use Polysorbate 20 to emulsify the water and oil phases?
  2. If the above is possible, do I need to add a penetration enhancer?

The staff suggests considering Oil Blender if you wish to add Perfect-C at a concentration of 1-5%.
