Formulation Review for a Complex Depigmenting, Antioxidant, and Hydrating Skincare Product

I would like to request the staff to review a skincare formulation I plan to produce. The product is intended to address depigmentation through multiple mechanisms, provide both short-term and long-term antioxidant protection (including enzyme antioxidants), offer hydration via both humectants and occlusives, and help balance the skin by reducing irritation, maintaining moisture levels, and controlling oiliness. The base should be able to accommodate a significant amount of oils and silicones.
