2. Combine the oil phase ingredients (Cetearyl Alcohol, Cyclomethicone, Silicone Hi-Cond, Cetrimonium Chloride). Heat if necessary to melt solids.
3. Slowly add the oil phase to the water phase while stirring or homogenizing until a cream is formed.
4. Add the preservative and mix well.
