Incorporating Protec™ UV into Shampoo Formulation

I am formulating a shampoo using the following ingredients:
- Sulfate Free Shampoo Base 30%
- HyaCoat Hair 0.1%
- Poly-Conditioner Pro (30000 mPa.s) 0.1%
- Pure-Biotin™ 0.2%
- Mild Preserved Eco 1%
- Protec™ UV 0.1%
- Distilled Water to 100%
Can I mix Protec™ UV directly into the shampoo base? Or do I need to dissolve it in oil first? If dissolved in oil, can I add it directly to the shampoo, or do I need to add an ingredient to emulsify the oil into the shampoo?

Incorporating Protec™ UV into Shampoo
Based on the product information for Protec™ UV, it is recommended to mix it in oil as it is oil-soluble. You cannot add it directly to a water-based shampoo formulation.
