Ingredient Order on Ready-to-Use Base Label (Ectoin/Allantoin)

I ordered a ready-to-use base containing 2% Ectoin and Allantoin. On the product label, Allantoin is listed before Ectoin. Does the order of ingredients on the label indicate their concentration, and does this mean the 2% Ectoin was not included or was included at a lower concentration than Allantoin? I have very sensitive skin and am testing samples.
