Lavender Water Base and Ingredient Compatibility

Question

I want to use Lavender Water as a base for a formulation. Can I use the following ingredients with it, and are they all compatible, especially with Eye Preserved (Polyaminopropyl Biguanide)?

  • Niacinamide
  • MSM
  • Licochalcone A (from Licorice Extract)
  • Zn PCA
  • Galactomyces Ferment Filtrate
  • Apple Stem Cell Extract
  • Plankton Extract
  • Rhamnose
  • Ethylhexylglycerin
  • Eye Preserved (Polyaminopropyl Biguanide)

Regarding Lavender Water, while it provides a pleasant scent and a natural feel, the concentration of active ingredients is very low. You cannot expect significant skin benefits from it alone; it is primarily scented water.
