Lip Balm Formulation Issues

I am making a lip balm. I had some initial questions and now have observations after trying a test batch.

My initial questions were:

  1. Can Double Glycerin be mixed with other ingredients, and is it safe for lips?
  2. Is a preservative needed for lip balm?
