Question

Could you please review this formula? After mixing, when applied to the skin, it doesn't feel moisturizing at all; it feels dry as if nothing was applied. What could be the reason? I was informed by staff that Satin Cream Maker should not have oil + Fragrance exceeding 25%. Is the mixing method below correct?
