I want to add fragrance (like Mint & Easy Dior's Eau Sauvage) to a formula containing Titanium Dioxide powder and Cyclomethicone/Dimethicone.

1. Can fragrance be mixed with Cyclomethicone/Dimethicone?
2. If not, what base can I use instead that will help disperse the Titanium Dioxide powder and also dissolve the fragrance?
3. How should I mix the ingredients in the recommended alternative base?
