The reason is that microorganisms cannot grow in the absence of water. Since a powder mask is in a dry powder form, it contains no water, making it safe from microbial contamination and growth during storage and sale.

Preservatives are necessary when a product contains water or when water is introduced during use or storage. In the case of a powder mask, the user mixes it with water just before immediate use. Therefore, the powder itself does not require a preservative.
