Formula Review and Enhancement

Your base formula using purified water, Pro Polymer Silk, Aloe Vera Extract, Panthenol, Allantoin, and Phenoxyethanol is mixable and provides moisturizing and soothing benefits.

As the staff mentioned, to achieve a skin whitening effect, you will need to add a whitening agent. Based on your formula which appears to be a water-based gel, here are a few suitable options:

• GlyciWhite™: Can be mixed in water. Recommended usage rate is 5%.
• Tranexamic Acid: Can be dissolved directly in water. The allowed usage rate is up to 3% for cosmetic products.
• Hexylresorcinol AF: This is a water-soluble version of Hexylresorcinol. It can be used at a rate of 1-3%.

You can choose one or combine a few of these whitening agents based on your desired efficacy and formulation goals.

Regarding the preservative, the staff recommended gentler alternatives to Phenoxyethanol. You can consider replacing Phenoxyethanol with one of the following:

• Mild Preserved Eco™: Use at 1.0-1.5% for general cosmetic formulas. It is not classified as a preservative by the FDA and also acts as a humectant.
• Phenoxyethanol SA: A broad-spectrum preservative. Use at 0.5-1.25%. It is considered gentler than Phenoxyethanol alone.

Both Mild Preserved Eco and Phenoxyethanol SA should be added in the final step of your formulation at temperatures below 60°C (for Phenoxyethanol SA) or 80°C (for Mild Preserved Eco, for no more than 5 minutes).

Your current ingredients provide the following benefits:

• Pro Polymer Silk: Acts as a thickener, providing a soft and smooth feel.
• Aloe Vera Extract: Helps condition the skin, reduces irritation (especially sunburn), and moisturizes.
• Panthenol (Pro Vitamin B5): Acts as a humectant and moisturizer, helps heal wounds, reduces inflammation, and increases skin elasticity.
• Allantoin: Reduces irritation, resists allergies, and helps in tissue regeneration.
• Phenoxyethanol: Acts as a preservative (consider replacing with a gentler option as suggested).

By adding a suitable whitening agent and potentially switching to a milder preservative, you can enhance your formula to achieve the desired skin whitening effect while maintaining its soothing and moisturizing properties.
