Instructions:

1. Combine the water phase ingredients (Water, Propylene Glycol, Ethoxydiglycol). Heat to about 70-75°C.
2. Combine the oil phase ingredients (Mineral Oil, Cetearyl Alcohol, Rich Cream Maker, Titanium Dioxide). Heat to about 70-75°C until fully melted and mixed.
3. Slowly add the oil phase to the water phase while stirring continuously with a high-speed mixer until a homogeneous emulsion forms.
4. Continue stirring while cooling down to below 40°C.
5. Add the heat-sensitive ingredients: Alpha Arbutin, Glycolic Acid, Vitamin E, and Phenoxyethanol SA. Mix well.
6. Adjust the pH of the cream to 3.5-4.0 using a suitable pH adjuster (e.g., Triethanolamine) to ensure the effectiveness of Glycolic Acid. Check the pH with a pH meter or pH strips.
