Can Olive Oil Water (Olive Oil PEG-7 Esters) at 5% dissolve Activated Resorcinol (4-Butyl Resorcinol) at 1% in a formula? Or is Olive Oil Water not considered an oil?

Olive Oil Water (Olive Oil PEG-7 Esters) is a water-soluble form of olive oil, not a traditional oil. It is designed to dissolve directly in water.

Activated Resorcinol (4-Butyl Resorcinol), on the other hand, is soluble in oil. Therefore, Olive Oil Water at a concentration of 5% will not be able to dissolve Activated Resorcinol at 1% because Olive Oil Water is not an oil.

To incorporate Activated Resorcinol into a formula, it should first be dissolved in a suitable oil or solvent before being added to the water phase.
