Solubility of French Pine Bark Extract (Water Soluble)

I'm having trouble dissolving French Pine Bark Extract (Water Soluble, Proanthocyanidins 10%).
It doesn't seem to dissolve properly when I try to mix it into oil (like Avocado oil) and forms small clumps when I combine it with the oil phase.
I can dissolve it in water by hand without problems. Why is this happening?
