I am developing a sunscreen formulation using SPF Protect Ultra at 30% and Lipid Soft Lite. The goal is a light, milky texture without silicone. My questions are:
1. Is a preservative necessary for this waterless formula?
2. Is it necessary to add additional Zinc Oxide, or is 30% SPF Protect Ultra sufficient for high SPF/PA protection?
